ufc.h not found by swig

I am getting

shared_ptr_classes.i:47: Error: Unable to find 'swig/ufc_shared_ptr_classes.i'
shared_ptr_classes.i:48: Error: Unable to find 'ufc.h'

the 2 files are in /usr/local/include. How can I adjust the path for swig to find them. Everything else builds.
