Yes, there is an option for building FEniCS with support for PETSc CUSP linear algebra, but last time I checked the speedup was not worth the effort needed to configure and build PETSc and FEniCS with support for it.

Can i see some manual for it? Can i do it for Windows?

It's very unlikely that you can get this to work in Windows. For Linux, follow the instructions in this document:

Have there been any further developments in supporting GPUs in FEniCS?

Would you still consider activating PETSc CUSP to be "not worth the effort" ?
